APPLETON, Wis. (WTAQ) - Felony charges against an Appleton man have been dismissed after a judge ruled he's not competent to stand trial.

28-year-old Joseph Skenandore faces 3 felony charges after allegedly kidnapping a 3-year-old boy and sexually assaulting him at a park in July.

On Friday, 2 psychologists testified that Skenandore suffers from mental retardation. Both believe Skenandore doesn't understand the charges against him or how the court process works.

Outagamie County Assistant DA Melinda Tempelis says the county will now begin pursuing a civil order to make sure Skenandore is placed in a secure facility.

"Part of the process is to ensure that they have the best information that they can have in order to make sure something like this does not ever happen again," Tempelis told FOX 11.
